The question of whether the costs of enforcing cannabis bans outweigh the benefits is being intensely debated in many countries. Even critics of cannabis consumption are increasingly recognizing that prohibitive systems can entail considerable financial and social burdens. Studies show that police operations, court proceedings, and incarceration costs consume substantial public resources – funds that could alternatively be used for prevention, education, or other societal goals.
In countries and regions that have legalized or decriminalized cannabis, interesting insights can be gained. Many report significant savings in law enforcement costs and a reallocation of these funds to more worthwhile purposes. At the same time, a regulated market economy enables tax revenues and reduces the burden on the justice system. Switzerland has already taken steps in this direction with its pragmatic approach to CBD and its differentiated cannabis policy.
The discussion shows: evidence-based regulation can be more economically and socially sensible than strict prohibition. This approach enables control, quality assurance, and above all, a more proportionate use of resources.
